1. WASH-HEALTH HYGIENE SURVEY CLIENT NAME: UNDP

1.1. Baseline Survey-WASH Health Hygiene Survey

TIPS conducted a baseline survey of 2200 respondents for WASH-Health Hygiene survey. Questionnaire was provided by the UNDP team and our team of software developers designed a software with which the questionnaire and call-calling was integrated. Data was collected from the following districts such as Khyber, Kurram, Bajur, Mohamand, Orakzai, North Waziristan and South Waziristan.

1.2. BASELINE DICTATOR GAME-WASH HEALTH HYGIENE SURVEY

Once the baseline survey was completed, the dataset was shared to the UNDP team. 800 respondents were randomised for the dictator game and real time balance of Rs.200 was transferred to those respondents. Software-based dialing was used to call the respondents for the study.

1.3. INTERACTIVE (EXPERIMENT) ROBOCALLS-WASH HEALTH HYGIENE SURVEY

Interactive robocalls were also the part of this survey and the randomized data was provided by the Principal Investigator of this project. Once the call was connected, the enumerators said a script, made the respondents listen to the robocalls and towards the end of the call, the enumerators asked a question. For WASH Health Hygiene 6 messages were sent to 1000 respondents of the survey, one message per week. Software will automatically dial the numbers according to the UNDP finalized respondents’ data.

1.4. ENDLINE-SURVEY-WASH HEALTH HYGIENE SURVEY

An end-line telephonic survey was conducted for all 2000 participants of the baseline survey. The 2000 respondents of the baseline were surveyed again for the End-line survey and the dictator game was also played with them. The end-line was conducted after the intervention (Interactive Robocalls). Rs. 200 was transferred after the completion of the survey.

1.5. ENDLINE DICTATOR GAME, WASH HEALTH HYGIENE SURVEY

An end line dictator game was played with the same respondents of the baseline dictator game. Enumerators played the game with the same 800 respondents, real time incentive of Rs.200 was transferred to the respondents once they answered the question.

2. WASH-WATER CONSERVATION SURVEY

2.1. BASELINE SURVEY AND DICTATOR GAME-WASH WATER CONSERVATION SURVEY

Questionnaire was administered from the 2200 respondents for the baseline survey. Consent of the respondents will be taken. The dictator game was administered with all the 2000 respondentsof the baseline survey. Software-based dialing was used to call the respondents for the study. During the dictator game Rs.200 real time balance was transferred to the respondent upon the receival of the answer.

2.2. INTERACTIVE (EXPERIMENT) ROBOCALLS

Interactive Robocall experiment was performed for 4 weeks, one message per week. The Software automatically dialled the numbers to finalized respondents’ data. The enumerator asked the respondents to listen to the full recorded robocall. Towards the end of the call, the enumerator asked the respondent if they have understood the language or not. Call logs and databases were shared to the UNDP team.

2.3. COMMUNITY INTERACTIVE GAMEs

Recently, TIPS developed an app for the community interactive game where respondents were matched with 3 other people to form a group in WASH-Water Conservation Survey. Decisions were made over many rounds and group members were chosen randomly at the start of each round. In each round token were transferred from a shared Group Fund into your Individual Fund. Community interactive games were played with 500 respondents selected by UNDP of the WASH Water Conservation baseline Survey. The software was integrated with an app that provided the option to the respondent to provide responses through it. Each participant was given a real time balance transfer of PKR 400 upon completing the responses.

The developed Mobile application had 2 actors (Mobile Users) which were Admin and Subjects.

The admin could perform the following tasks through this application:

  • Admin could initiate groups
  • Admin could send messages in each initiated group
  • Every question had a value and admin could assign different value
  • Admin could set value against every point
  • Admin could make multiple groups in a group
  • Admin could find the interval
  • Admin could view the number of extractions
  • Admin can notify the users/send notifications to the users
  • Admin can receive the feedbacks
  • Admin could also transfer balance

The subjects could perform the following tasks through the application:

  • The subjects could receive the notifications
  • The subjects could pick the number of points against every question
  • The subjects could view their extractions
  • The subjects could view the value of the number of points picked against every question
  • Subjects could receive balance
2.4. ENDLINE-SURVEY AND DICTATOR GAME-WASH WATER CONSERVATION SURVEY

An end-line telephonic survey was conducted for all 2000 participants of the baseline. The 2000 respondents of the baseline were surveyed again for the End-line survey. The end-line was conducted after the intervention (Interactive Robocalls). TIPS shared the end-line survey dataset with UNDP as a final deliverable. The end line dictator game was played with the same 2000 respondents of the baseline. During the dictator game, Rs.200 real time balance was transferred to the respondent upon the receival of the answer.

3. ELECTRICITY SURVEY

TIPS also collected data with respect to electricity and its availability/non-availability in merged areas and non-FATA areas. A Telephonic survey was conducted on 1600 respondents. The survey was conducted in Urdu and Pushto language in Khyber, Kurram, Bajur, Mohamand, Orakzai, North Waziristan and South Waziristan (Merged areas); Lower Dir and Charsadda (Non-FATA areas). The survey was to be conducted in electrified households (1120), non-electrified households (100) and control group (38). A complete dataset of pilot and full-fledged survey was provided to client.

The following key areas were followed in this Electricity Survey:

  • A pilot test of questionnaire was performed before the administration of full-fledged survey
  • Software was developed and training was provided to the enumerators
  • After the approval on pilot dataset, full-fledged survey was launched by the survey team
  • The representative of UNDP also provided training to the enumerators
  • The fine-tuned questionnaire was provided to TIPS by UNDP team
  • This survey involved dictator game with no real-time balance transfer
  • Data was quality assured by our QA team and close communication with the client on every step was maintained in this survey
